If an affected taxpayer receives a late filing or late payment penalty notice from the IRS that has an original or extended filing, payment, or deposit due date that falls within the postponement period, the taxpayer should call the telephone number on the notice to have the IRS abate the penalty.
The IRS automatically identifies taxpayers located in the covered disaster area and applies filing and payment relief. But affected taxpayers who reside or have a business located outside the covered disaster area should call the IRS disaster hotline at 866-562-5227 to request this tax relief.
I live overseas and alwayys get an automatic extension. No need for you to do anything. The IRS and the state of California know where you live. Good luck.
If you are a victim of the winter storms and live in one the affected counties in California, the filing and payment deadline for your 2022 Federal and State tax returns has been extended to October 16, 2023. There is no need for you to file an extension.

Then a follow up question would be: Would TT compute penalties correctly (given the 2022 4th quarter estimated tax deadline was also extended/skipped)?
TurboTax will correctly compute the penalties based on the extended filing and payment deadline dates for 2022.

I live in a CA county that is on the federally declared disaster area list (due to the recent winter storms). I also owe taxes for 2022.
Does this mean I am eligible for the Oct 16th filing and payment extension (and won't incur interest or other penalties)? OR do I need to show that I actually was impacted by mudslides and flooding to be eligible?
Most articles imply the former, but some the latter.
Which one is correct? The IRS docs are not clear enough on the topic either.

If you are a resident of any of the affected counties then the extension to file and pay by October 16, 2023 applies to you.
When will Turbo Tax software be updated to include the special extension? Will taxpayers be able to file electronically using Turbo Tax after 4/18/23 & before 10/16/23?
If I am resident of affected county in California, but I also have non-resident taxes for NY., do I get an automatic extension in NY as well?

I have a tax due that included an Estimate Tax Penalty amount. TT has just updated the program. However, the Estimate Tax Penalty amount is still on the Form 1040. Do/should I need to redo the return again?

The estimated tax penalty on the Form 1040 Line 38 is based on the taxes you paid during the tax year. It has nothing to do with the date when your tax return is filed or when the taxes owed are paid.
So I see that Q4 2022 Estimated Payment Deadline has been extended (Jan 17th, 2023 deadline was moved), however I'm unable to pay my estimate payment on the IRS website. I'm only able to pay quarterly taxes for 2023. How can I pay for Q4 2022 tax year, if the Jan 17, 2023 deadline is moved to October, but the website won't let me pick 2022?
@rshetty00 The date to pay the 4th Quarter estimated tax payments for tax year 2022 was not changed. Only the date to file and pay 2022 taxes owed was changed in the affected CA counties.
