My federal income (Box 1) is less than my state income (Box 16) on my W2 form. Is this normal? The value differs by (roughly) $800.

Did you contribute to a 401k? What amount?

Yes, but not in 2017. My 401k contributions started in the month of January, 2018.

Either look on your paycheck stub or call Human Resources. There may be things that are taxable to the state but not Federal. On your paycheck look for the $800 discrepancy.
