If you chose to pay your fees out of the Federal refund, and if your Federal refund has been delayed (or reduced) by the IRS, then after several weeks TurboTax would want to be paid. They should have started sending you emails to pay the fee or else your account would be debited. Perhaps the emails ended up in your spam/junk folder.

If you were indeed charged twice, i.e., if you had already received the Federal refund minus the fees, and then TurboTax auto-debited it yet again, here's how to speak to TurboTax Support, hours are 5AM-5PM Pacific, Mon-Fri. When the robot asks your issue, just say "billing issue."
