How do I fix rejection code IND-996?
I got the same message despite having never received any IP PIN from the IRS. TurboTax agent did the same google research I did and had nothing valuable to share. IRS ended my phone call: "too much volume." My wife and I suffered through getting IP PINs issued from the IRS and I refiled. Same code. Super frustrating. TurboTax simplies repoints me to the same "help" material over and over.
In case its useful for others. It turned out that one of my college age daughters (currently overseas) had been issued an IP PIN. I was able to get that from her. What's so frustrating is that the error message gives you no indication which individual might have been issued a PIN so its trial and error.
I am having the same issues as you! TT on line chat 4 times- given useless articles, and then useless IRS number to call- only to be told they aren’t dealing with it. I ended up signing up for pin for myself through IRS which now I’m going to have to use a different one every year from now on. But, now I’m basically stuck setting up Irs accounts for my dependents (have to have each account verified) and then they too will be stuck using Different pins each year when filing! I don’t want to do this to them.
we’ve never had an identity theft issue with any of us. What a disaster
This may be our issue! You may just be the hero I needed! My daughter (college) was overseas- how did you get her Pin??
I don't whether she went through the retrieval process with the IRS (tricky via cellphone in eastern europe) or whether she kept a screen grab, but she had it, and it worked. Shame on the IRS for not providing clearer information, though I'm sure the justificaiton is that providing more detail would help the fraudsters.
No, and the "tax professionals" here just keep copying/pasting the same instructions that don't fix anything. I want some of my e-filing money back!
Yeah, ChondellLO, we've all done that 15 times. It doesn't work. I want some of my e-filing money back!
I just spent an hour and 15 minutes waiting for IRS representative to try and see which one of my dependents has an IP pin- her answer? “As far as I can see- NO ONE in your household has one or has been flagged.” She fully suspects its a Turbo tax software issue- and suggested I file again elsewhere. I’m furious!
This is infuriating. Turbotax has done a bait and switch, keeping our money without the service they offered.
After several attempts/hours spent just trying to get to a live person I found out that it was because one of our dependants (college student) had their identity stolen in 2019 and the IRS had JUST gotten to putting a protection pin in place for them without sending a letter or anything.
In our case, after several attempts/hours spent just trying to get to a live person I found out that it was because one of our dependants (college student) had their identity stolen in 2019 and the IRS had JUST gotten to putting a protection pin in place for them without sending a letter or anything.

Turbo tax was absolutely NO help whatsoever.
Thank you for the response! I must say though, after spending hours myself waiting to speak to an actual person at IRS, they said “no one in your family has been flagged, and no one has a IP-PIN assigned to them as far as I can see.” So today we mailed the taxes in- it’s probably going to be a 10 month debacle as others have predicted, but there’s not much more I can do at this point!
How long does it take for an IP PIN to be "active" once you get it issued online? I created an IP PIN for me and my wife today, then looked up where to enter the IP PINs in Turbotax and refiled, twice, and still getting rejected. I tried removing the 5 digit PIN but that doesn't work either, Turbotax requires the 5 digit PIN also
