After several attempts/hours spent just trying to get to a live person I found out that it was because one of our dependants (college student) had their identity stolen in 2019 and the IRS had JUST gotten to putting a protection pin in place for them without sending a letter or anything.
Turbo tax was absolutely NO help whatsoever.
