Why is state file not $0 for me?

I was doing the free version on Turbo Tax and all was good until the end. I lived in Montana for a month and in Washington for 11 months. So I had to do the Federal file and a Montana File because Washington does not have state income tax. In Washington, I had an HSA account, the free version on Turbo Tax does not do HSA so I had to upgrade to the Deluxe version. I am also getting charged to do the Montana file? I did not have an HSA in Montana, so why is the file not free like advertised?

State is only free in the Free Edition. It is $49 in Deluxe and higher. Sorry.

You upgraded to Deluxe to file your federal return, so you also had to use Deluxe for any state return. You cannot "mix and match" the Free Edition and paid versions. Sorry.
