Why is my state incomplete?

I filled everything out and now it is incomplete but with no reason

E-filing a state is only allowed once a federal return is accepted/rejected. State returns will show incomplete until federal has been accepted. The IRS will not begin accepting tax returns until Monday 1/23/17.
