On PA form PA-40 Line:
11 is your taxable amount.
12. Your PA tax
13. Total withheld
14. Credit from last year not refunded.
18.Total credits and withholdings.
24 Total payments and credits.
Apparently your credits were 686 short and shows on line 26 Tax due.
The earlier numbers would be clues why it is 686.
Without knowing your exact tax situation, it's hard to determine why you owe taxes to your State this year. The most likely reason is that you just didn't have enough State Taxes withheld from your paycheck(s), and/or you didn't have any deductions or credits to offset your income. This leaves more income to be taxed resulting in a lower refund or the need to pay additional taxes with your return.
One thing you can do to help understand why there is a difference, you can compare last year's state return with this year's state return line by line to see what is different. You can also compare your W2's from both years to see if there are any major differences.
