Don't blame this mess on Java. Java is the best language I've ever used. This is a front-end issue and a lack of user centric design. People can create garbage in any language.
Same problem. and the link given in the reply doesn't help. Even after choosing a category, there's no ask a question button.
This seems to be an ongoing issue. If you *see* the topic square (say the topic is deductions, or just get your taxes done) at the top of the page is a place where you can search for a particular topic in a blue (if I remember correctly) square... to the right should be a different color blue square that says ask a question. Visually they are most confusing, it took me forever to find where to ask. I hope this helps, I am going by my fuzzy memory. Good luck.
The response by @SForrestLO already provided an easy solution. Just click any thread and the button will appear at the bottom of the screen.

I just saw your question because I searched on how to ask a question!!! Same problem. Obviously, other people have figured out how to ask questions. I even managed to ask a question a couple of days ago, but now I can't find the bleeping button!
