Why is it keep asking me to put my address and city?

Because it wants to know if you need to file state and local taxes as well as your federal.

If you don't have an address, you can enter General Delivery, City, State, Zip Code.

The IRS needs a way to contact you. They do not call you or email you. They will only send you correspondences in the mail.
