Why is it asking for line 1 d(7)?

What you are seeing on the TurboTax website is just a math expression showing the total funds you will be receiving. It is no way is implying that the federal taxes owed are going to be paid by the state tax refund. That can never happen.

You still owe the federal taxes and you will still receive the state tax refund.
