On your state tax table (have to research your State) you can see how much taxes you have to pay on your taxable income.
Then check your W2 Forms, line 17 for State withholding. If there is an amount of your tax withholding more than the taxes you have to pay, you will then receive the refund. Which will be the difference amount between your withholdings and your taxes to pay. If you paid the right amount of taxes throughout the year, you'd then get no refund, and if you paid too little, you would owe.
