It could be that your federal tax refund plus the $40 service fee is not enough to be eligible for the pay with refund option.

Or -

You may have forms and/or schedules included in your tax return which have not yet been finalized for filing. Click on Review on the left side of the online program screen to see if there are forms and/or schedules listed.
