Why does My federal and state keeps getting rejected?

REJ 001 means State return was rejected because the IRS has not yet accepted (or has rejected) the federal return.

I have filed 10 times now and every time I get a email saying they both have been rejected and I try to fix them and submit them and they keep getting rejected please help thank you
