Why does "Form 1099-DIV Worksheet" flag box 1b for Qualified Dividends?

I have a 1099-DIV that only had an amount in box 1b (qualified dividends).  The worksheet flagged 1a until I entered $0.00 in it, but 1b remains flagged.  Why?

Why does "Form 1099-DIV Worksheet" flag box 1b for Qualified Dividends?

Box 1a is equal to or greater than box 1b. You have the reverse, so it is flagged. Insert into box 1a the same value as box 1b. This means all your dividends are qualified only, no unqualified dividends.
