Why do yu pay $39 each fed and state?

I was told only $39 once because schedule A needs to be filed.  Now they want another $39 for state filing.

Yes ... if you cannot use the free version for the federal return then you cannot use the free version for the state return either. 

If your AGI is $73,000 or less you can probably use a  IRS Free File option  when it opens in a couple of weeks.
