Why do I pay Turbotax for each state return?

Why do I pay Turbotax a new fee every time I file a California return.  ??  I paid Turbotax for the California return for my granddaughter and now again for myself.  Why??rn

1)  If you are using the Desktop software....each state E-filing is $25 (right now) for each unique tax return filed (except NY).....even if the state software set itself was free

2) If you are using the "Online" software, any of the versions Deluxe and higher...the full state software fee includes the e-filing, but the full software fee exists for every tax return filed.....adn each tax return prepared requires an entirely separate account.
