Why do I have to pay for an upgrade fee for both federal and state? I thought it would be free and it is costing $104

You may qualify for Free File, if your income was $34,000 or less, or $66,000 or less if active duty military, or if you qualify for Earned Income Credit. https://ttlc.intuit.com/replies/3301359
