Why do I have to pay additional charges to e-file a 2nd state return when I have paid as much for the 2nd state software as I did for the original Fed & 1-State package?

With desktop software there is a fee to e-file a state return. To avoid the state e-file fee you can print, sign, and mail the state instead.
