Why Did Turbotax try to charge me twice for e filing my state return?

After I paid with my credit card and received email confirmation, it would not let me file but kept insisting I had to pay again..

Turbotax charges a fee for e-filing state returns except for NY.

Yes, but after I'd paid the $25 they wouldn't file until I paid a second time!
