Why can I not submit my Ohio return digitally right now?

A state return cannot be accepted until the IRS has accepted your federal e-file.   If you already e-filed your federal return, you will have to wait until the IRS accepts your return.  The IRS will not begin to accept/reject 2025 returns until January 26.

Another possibility is that many state forms are not finalized
