Whether you receive a refund for your state income tax return depends on whether the tax on your state taxable income, after deductions and credits, exceeds the tax you had withheld for the year through your W-2s and 1099's, or paid in through estimates. The state tax agencies are completely separate from the IRS, which is the Federal tax agency.
On your Federal return, in the Taxes section, you can enter any additional amounts you paid for state taxes during 2024. Any amounts withheld through your W-2s will be picked up from your W-2 entries.

An overpayment is your refund. You can have them keep all or part of your refund as an estimated payment towards next year's tax return. But most people want to get their refund now. So to get your refund now pick do not apply it to next year.
You might have told it to keep your refund and apply it as an estimated payment to next year. Did you file it yet? If not then go through the State tab again, probably near the end and look for that screen again to change it. Change it to No and delete the amount.
