Although you need TurboTax Premier when using Online to report the sale of any investments, you can add Capital Loss Carryovers using Turbo Deluxe. If you are using TurboTax Desktop, you can enter your Capital Loss Carryovers in any version via the Interview Feature.
For both Online and Desktop, Investment Loss Carryovers are entered by going to Wages and Income, Investment Income, Capital Loss Carryover. The interview will guide you through.
Note - Capital Loss Carryovers CAN be entered directly in Forms mode of the Desktop version without overriding and will not void the accuracy guarantee nor will it prevent e-filing.

2020 TurboTax Deluxe is forcing me to "Upgrade" to TurboTax Premier in order to input my Capital Loss Carryover from last year. I have not purchased or sold any investments. I only have Capital Loss Carryover. What a racket...
Thanks for the heads up, I have the same situation as you and was just about to purchase turbotax Deluxe based on the other answer above, but if you have been there done that, I guess I will have to purchase Premier. Why is it that you can't just ask turbotax up front which edition you need to purchase based on your specific situation?
