A 1099NEC should be for self employment income. You need to file it on Schedule C in your personal tax return. Even though there won’t be any income tax on it you need to pay self employment tax on a Net Profit of $400 or more.
You can enter Self Employment Income into Online Deluxe but if you have any expenses you will have to upgrade to the Premium version. Or use any of the Desktop CD/Download programs.

The IRS considers anything on a form 1099-NEC to be self employment income. If you use TurboTax (TT) online, you'll have to use the self employment version. Any version of the download software will work. Deluxe comes with one state download, if you need it.
Enter the 1099 income, at 1099-MISC and Other Common income / income from a 1099-NEC . TurboTax (TT) will complete Schedule C for you and allow you to deduct any expenses associated with this income. You do not have enough income to owe any income tax, but you have to pay self employment tax (social security & Medicare) on any "profit". These types of payments are frequently done this way. Your "employer" is not the only one.
Beware: because you are considered to have a "business", the interview is complicated.
