Where should I enter CarryOver taxes from 2018 in TT Premier for State and Federal?

Hi there, I see the following in my previous year's tax return. Where should I enter that in TurboTax Premier for State ? I tried entering it under Federal> Deductions and Credits> Estimates and Other Taxes Paid> Other Income Taxes-> Balance due on your 2018 local taxes paid in 2019. 

I did not file extension last year and had paid off that amount in 2018, so not sure if this is the right way to enter it, and secondly, it did not appear in my State Tax form 540.  Thank you.

to enter funds applied before to your state return  for next year, you must go to the Federal section. Go figure.
