Tax Tools is only used on the TurboTax online editions.
What are you trying to access on the TurboTax desktop edition?
I'm working online. In the web interface. I'm trying to create a 1099 form for my contractors.

Have accessed the website for Quick Employer Forms?
See this TurboTax support FAQ for Quick Employer Forms - https://ttlc.intuit.com/community/forms/help/how-do-i-create-w-2-and-1099-forms-in-turbotax/01/25869
Thank you. But, it also doesn't have any place to select Federal either! This is the sole extent of what is on my screen.
Based on your screenshot you are on the web page prior to accessing the 2020 online tax return. Clicking on any of the sections to Pick up where you left off or Review/Edit will take you back to the 2020 tax return.
Then on the left side of the online program screen will have the links you are looking for, ie Federal, Tax Tools, etc.
For accessing the Quick Employer Forms scroll down the web page as shown in your screenshot. On Your Account click on Show
Then click on Create W-2's and 1099's
Thank you! Yes, that helped. I cannot understand why they would hide that stuff! It makes no sense. Especially because I am not trying to do my return, I'm trying to create 1099's for my contractors.
