On the federal return, any and all taxes paid to any taxing authority are entered under the Deductions & Credits tab in the section, "Taxes and other Estimates Paid". That section breaks down into sub-sections as you work it through. You enter all tax payments there in the appropriate sub-section. Necessary items are automatically imported into your state return when you start the state return.
Take note that on your federal return your state and local taxes (SALT) are limited to a maximum of $10,000. However, enter them all anyway even if they exceed $10K. This insures that things are imported completely and correctly into your state tax return.
