First, you will still enter your gambling winnings under the Form W2-G section in TurboTax.  Just say "No" to did you receive a Form W-2G and then the follow-up questions will ask you about gambling winnings not reported on Form W2-G and then any losses.

Now, to enter the withholding that was not reported on a form itself -

Go to Federal taxes (or Personal) -> Click Deductions and Credits -> Scroll down to Estimates and Other Taxes Paid -> Choose Other Income Taxes -> Scroll Down to Other Taxes Paid in 2017 ->  Choose Withholding not already entered on a W2 or 1099

Or, you can perform a search -

  • If online:  Log into your account and click Take Me to My Return (you must click this first)
  • Use the search feature in the top right-hand corner of your screen (if using desktop, use the search topics function)
  • Searching for "estimated tax payments" and click the link
  • Otherwise, scroll down to Other Income Taxes Paid in 2017
  • Select the first option - Withholding not already entered on a W-2 or 1099
  • You will get a screen to enter any additional federal, state, or local taxes withheld not already reported

You need to get the W-2G.
