TurboTax automatically transfers data from your federal tax return to your state tax return. If the information on your federal return isn't correct or complete, your state return will also be affected in the same way.  You should go back to your W2 forms to make sure all the information was entered correctly.  

After ensuring the accuracy of your federal return, proceed to the State Taxes tab and carefully review the state section. It's important to pay attention, especially if there were any changes made to your federal return. You may also come across new sections that require your attention.

we figured it out but don't think the turbo tax is handling NEW York state tax correctly.  We are tax exempt but any time we go back into the tax return for any reason we have to go through the entire section because turbo tax makes our income taxable for the state.   this is a large source of annoyance as well as time consuming.
