The 2019 software will be released in late November/early December. You will not be able to actually file a 2019 return until very late January 2020. A word of caution--the earliest filers are often the ones who end up in the "limbo" of identity verifications and other delays to receive tax refunds, so don't be in a hurry to file right away.
