When I try to e-file my state taxes it tells me "Our records indicate that you are not entitled to e-file one or more formsets." I have already redone it. What can I do?

When I'm attempting to e-file my state taxes I get through the entire process up until a few seconds after hitting the submit to e-file button. Then it starts the process of filing before it tells me "Our records indicate that you are not entitled to e-file one or more formsets." I have already deleted my state taxes and redone the process. What can I do to get past this? IS there a way for me to e-file directly to them?
