Your question was cut off.   You tried to put it all in the title line which has limited space.

There was a box below it with plenty of room for details.

 

So we don't know what error message you are getting.    Strictly as a guess, are you by any chance an out-of-country filer and receiving the following or similar error code lower down in that message?

 

601ERRV:5, CustHdr_17 - ?:? - Invalid SMS Number. Must be between 10 and 10 digits.

 

If so, we can tell you the workaround.

If that's not it, then please provide more info about what your error message says.

If you have a phone number listed in your Intuit Account settings, then you must make sure you use a valid 10-digit domestic USA phone number in both your Intuit Account settings and in your return.   Or you can try removing the phone number in the Intuit Account.  But if there is one there, it must be a valid USA number, but you don't have to actually verify it.

Also see this other thread with other out-of-country users with the same problem who were able to correct the error.  Several have posted anecdotes there about how they solved it.   If you have trouble, post there, and they can probably help you.

NOTE: 

A couple of users have said that even after making changes to (or removing) the phone in the Intuit Account, the efile problem still happened, until they logged out of TurboTax then logged back in. Apparently that reset something.

 

So if you make any changes to the phone number listed in your Intuit Account settings, after you save the settings, log out of TurboTax and close the browser. Then reopen it and log back in and try to efile.

The North Carolina Individual Income Tax Return Form D-400 is not yet available for e-filing.  It is estimated to be available on 02/24/2022

Go to this TurboTax website for North Carolina state forms availability - https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotax_nc_online_individual.html

 

If you want to e-file your federal tax return now then change how you file the NC state return.  This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.

If using the TurboTax online editions click on File on the left side of the online program screen.  On Step 3 of the File section click on Start or Revisit.  Select the button File by Mail.  Then change the filing status of the state return.

After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing.  Just use the same procedure and change the state return back to e-filing.

 TurboTax Support occasionally sends out emails prematurely.   They probably based it on an expected date and then had to move the date back without correcting their email release.   So much for automation.
