Is there anything in Boxes 18 or 19 on your W-2? If not, just leave Box 20 blank.
If there is nothing in box 19 then leave boxes 18 thru 20 blank (empty) on the W-2.

Yes, I would ignore this and move on. It looks like there may have been either a local school board tax, city tax, or a county income tax that was withheld. You may wish to contact your employer to see what this was and file a local tax return in that jurisdiction to try to get your money refunded back to you.
Meanwhile, I would suggest to leave this Box blank as this information is not critical for filing your federal and state return.
What state are you in? What exactly is in box 20? You're expected to know what locality is withholding tax from your pay. If not, ask your employer. It's usually the city/county you work in. But can sometimes be different.
In most situations, it's not very relevant; they took it out of your pay and that's the end of it. But, in others, you may have to file a local tax return and may even be subject to a refund (unusual).
If you itemize deductions, on your federal return, the box 19 amount is deductible. TurboTax will usually pick that up automatically, regardless of the gobbledygook in box 20.
