Not quite sure I understand what you are trying to do. If you had NO income for 2019 then you have no reason to file a 2019 income tax return--not even to seek stimulus money at this point. Did you literally have NO income for 2019?
If you received unemployment income in 2020 that gets entered on your 2020 income tax return, and you can get stimulus money by using the recovery rebate credit on the 2020 form.
Unemployment compensation is taxable on your federal return. Enter your 1099G for unemployment in Federal>Wages and Income>Unemployment
Go through the screens very carefully to enter any federal/state tax you had withheld from the unemployment
You might need to get your 1099G from the state’s unemployment site when it becomes available in January. You will need to use the same password etc that you use to certify for weekly benefits
STATES THAT TAX UNEMPLOYMENT BENEFITS

The stimulus check is an advance on a credit you can receive on your 2020 tax return. If something went wrong or you did not get the stimulus check in 2020, you can get it when you file your 2020 return in early 2021—if you are eligible. It will end up on line 30 of your 2020 Form 1040.

good post with screen shots for recovery rebate credit
So I filed with no w2 or income for 2020 but I have 1099g unemployment taxes taken out... I tried turbo tax free calculator it says I’m getting a refund.. is that possible getting a refund just using your 1099g or unemployment?
thanks.
Because you received unemployment and had income taxes taken out, it is very possible that you are entitled to a refund. Also the 2019 and 2020 stimulus payments are advances on the 2020 tax return. If you did not receive all of the stimulus payments that you were entitled to receive, then those payments will be added to your refund.
You should qualify to use TurboTax Free File to file your federal and state returns free.
