I do not know about the Online transfer Serice fee. Is it necessary?

There is nothing called an online refund transfer service.   Are you really trying to ask about the "refund processing fee?"

That is an optional fee of $40 ($45 in CA) if you choose to pay for using TurboTax by having the fees deducted from your federal refund instead of paying upfront using your credit or debit card.   If you choose refund processing, your federal refund goes first to a third party bank.  That bank uses your refund to pay TurboTax, keeps the $40 for itself and sends the rest of the refund to you.

You do NOT have to use refund processing.   Just pay upfront before you e-file.
