What is the $40 processing fee if I am already paying for delux.

$39 for Federal, $39 for Tax. I am trying to pay delux using federal refund, but see in bold "plus an additional $40 processing fee, from your federal refund and send the balance to your bank account.".

Yes there is an Extra $40 Refund Processing Service charge (45 in California) to have the fees deducted from a federal refund.  So pay upfront with a credit card to avoid the extra charge.
