What is ind-025-02 reject code

I filled everything in correctly so I dont understand why I was rejected. I have updated my information by filling out the information requested to register for my stimulus check. This just makes no sense at all.

My stimulus was rejected with code ind 025 02 .though see nothing wrong with information i gave them.

I did not  send because my income was less than 5000
