What is a locality name

On my w2 I don’t have a box 20. And where it says name of locality it is blank

Did you have any local tax withheld in Box 19?  If Box 19 is blank or zero, leave boxes 18, 19, and 20 blank.

If you have an amount in line 19, local tax withheld, you can enter the name of the locality responsible for assessing your local income tax.
