I need to enter info on Virginia tax form. What does box 20-locality name mean?

Box 20 is the name of the town, city, etc. that local taxes were withheld for. Do you have amounts in boxes 18 or 19?

Locality usually refers to local taxes such as city or county taxes that the city you live in may have. (mine does and you can't get it back)

Used TT online last yr for 2023 taxes. Paid for fed, state & local filing, but now it turns out my taxes weren't filed. TT can't tell me why. Will they refund me?
