What do I do when turbotax won't accept the all 0 lines in my 1095 A?

TurboTax will not calculate the information with 0.00.  The program recognizes zeros as a number to calculate and then can't.  It is best, unless told otherwise by TurboTax, to never put zero's in any of the boxes.

To get around this issue, leave the zero's out.  If you started entering them, you will did to delete the form and re-enter. 

If you imported the form, delete and manually enter the information, leaving out lines with zeros.

That didn't work for me. I deleted the form, entered only amounts in Column A and Column B and then selected Continue. TurboTax still wants an amount in Column C
