What California Tax Form must I wait for until 2 Feb 2018 before I can file my taxes, I have never had to do this before

I have been told that I must wait until 2 Feb 2018 in order to file my CA state taxes and I have never had to do that before when I have used TURBO taxes before, Have I done something wrong?
