I've been retired for nine years. I have not received a W2 in that time. All my income is reported on 1099 and 1098 forms. When I go through the Federal Review section this year for 2019 it notes two missing pieces of information on a non-existent W2. I cannot delete the W2--there's nothing to delete. Why does TurboTax think I have a W2? How do I convince it there is nothing to review there?

Try deleting the form from a separate section other than Wages & Income. Follow these steps:
I do not see a menu with the option “tax tools”. I have a simular issue. I have entered my W-2 info but there is an additional W-2 (untitled) with no info except my contact information. I keep deleting it but I keep getting the error (Employer ID - The State of Illinois requires an entry in this field in order to complete the state tax return) and it’s preventing me from being able to file both Federal and State. In addition to this, the form keeps re-creating.
The Tax Tools selection in in the Black bar on the left side of the screen. If you are still getting the error after deleting the form, you should clear cache & cookies on your computer. Residual information is left on your return even after you delete the form. This should clear up your problem.
To do this clearing you should hold down the CONTROL, SHIFT, and DELETE at the same time.

Had the same issue all week with multiple turbotax customer service representatives. The solution ended up being deleting the gross compensation worksheet under Tools > Delete a Form. After doing so, went back through the claim and the blank w-2 that I could not delete was gone.
