My wife's W-2 form box 18 (local wages) has an amount equal to federal taxable wages whereas box 19 (local taxes) and box 20 (locality name) are empty. We live in Farmington Hills, MI and my wife works in Farmington Hills. Why is box 18 populated when there's no tax paid (box 19)? Moreover, this city doesn't seem to impose city tax as per this link: https://www.michigan.gov/taxes/questions/iit/accordion/general/what-cities-impose-an-income-tax
We file taxes as married filing together. What do I need to do while filing tax? Am I missing something?

Farmington Hills, MI is not a city tax return that TurboTax prepares. You would need to contact the employer to find out if they did withhold any local taxes for Farmington Hills or the city you live in. If box 19 is blank, that is because they are saying they did not withhold any local taxes, but she did have local wages.
If this city does not have local income taxes, then there is nothing you need to do other than enter the W-2 as it is on the paper.
