W-2G (Certain Gambling Winnings) Issue Re Box 18

My Forms W-2G include an entry in Box 16 (Local Winnings) equal to the amount in Box 1 (Reportable Winnings).  The entry in Box 17 (Local Income for tax withheld) is "0.00".  There is no entry in Box 18 (Name of locality), presumably because there is no locality which requires additional withholding.  FYI, I live in Anne Arundel County in Maryland.

However, TurboTax REQUIRES an entry in Box 18 since there are entries in Boxes 16 & 17.  Proceeding with no entry in Box 18 elicits a error message on the Federal Review.  What to do?

Leave boxes 16, 17 and 18 blank (empty) since there are no taxes being withheld and there is no local jurisdiction entered
