[Virginia] Do income tax overpayment credits expire?

In 2021 I amended my tax return and got a $520 overpayment credit for my state return. However 2022 I did not have any income, would I be able to claim it in 2023?

Yes, if you had an overpayment and you did not receive a check or direct deposit for the overpayment,  you would be able to claim it in 2023.  You may want to double check your VA payment history here to be sure they did not send you a check.  You will need to create an account if you do not already have one, but if you have an account balance, yes, you can request it be part of your refund this year.
