Vicious Loop. No Stimulus Checks. It all depends on my getting my 2018 AGI in the system according to the IRS. They say I cannot Efile my 2020 I cannot get my 2018 AGI because I didn't have to file 2018 or 2019 - no income. I mailed the 2018 and 2019 because IRS would not accept E-file in 2019 after Sept 1. Without 2018 AGI in the system, IRS says they cannot process an Efile for 2020. IRS is saying to mail it, but then it won't be processed until 2022 - yep, next year because they are at 10% of staff at IRS manual processing sites.
Has anyone reached someone in Government that will help them their tax returns into the IRS system? If so, who and how? PLEASE!

2018 and 2019 CANNOT be e-filed now at all. Only 2020 tax returns can be.
2018 and 2019 can only be mail filed and the prior years AGI is not needed at all to mail file.
Stimulus checks are no longer being sent using either 2018 or 2019. Only 2020 returns will be used now.
The stimulus (1st and 2nd) was, and is, actually a 2020 stimulus, but because payments were issued before 2020 income and tax returns were filed, an *advance* payment was issued based on either the 2018 or 2019 tax returns already filed.
Now that it is 2021 and 2020 income is known and 2020 tax returns are actually filed, the IRS will not longer use the 2018 or 2019 tax returns.
If you have not already received all of either stimulus then the 2020 tax return has a question asking how much stimulus has been received and if an additional payment is due then it will be added to the 2020 1040 form line 30 and will be added to your 2020 refund.
(Amending or filing a 2018 or 2019 tax return to get the stimulus will be useless now.)
NOTE: the IRS will start accepting 2020 tax returns on Feb 12, 2021.
Additionally, since the IRS has not processed your 2019 tax return you can e-file the 2020 return by entering a 0 (zero) for the 2019 AGI.
