Using an iPhone and TurboTax online, it allowed me to file an extension, but no way to pay IRS/state without doing “finish and file” but I don’t want to file yet. Help!

I even entered all the payment information, it said it would pay, and it didn’t! I logged out right after that, before final “finish and file” to avoid filing.  Because I need an extension!  The system is very unclear.

Sorry but it is too late to file an extension ... last date for that was 4/18.   So all you can do now is file the return and make the payment in some fashion.   If you cannot make the entire payment when you file then choose the "mail in a check" option in the FILE tab  then you can mail in a partial payment with the 1040-V that prints out and/or get on a payment plan. https://www.irs.gov/payments/payment-plans-installment-agreements
