UPDATE - never mind, I found I had checked an incorrect box. 

 

I tried looking on the step-by-step instructions, but see nothing about a full Roth conversion.  It asks if I rolled over the whole thing, and when I click "yes" it assumes that I rolled it into another tax protected vehicle.  The only option is choosing a partial Roth conversion.  It literally has no option to choose that I rolled it the whole amount over to a Roth.  So I switched to the forms instead of step by step.  This gives an option to check the button saying Roth conversion was the full amount, but it won't let me do that unless the full amount is listed in B4.  Yet it won't let me enter the amount.  How do I fix this?

One of the follow-up questions after entering your Form 1099-R reporting the distribution asks 'What did you do with the money?'  You can indicate that you moved it to another retirement account.

 

Then, the question is whether you rolled over the amount to another Traditional IRA or if you did a combination of rolling over, converting, or cashing out the money.  When you choose the 'combination' option, you can enter the total amount that was converted to a Roth IRA.  It does not have to be a true combination of those choices.
