Yep. Done all of this with no change. The really strange issue is that the manual update installs successfully, but when I start Turbotax, it updates itself and fails with the 1603 error.
I too have had this problem. Windows 10 with all updates installed. Have manually reinstalled TT a couple of times and like previous poster says, seems to install but then insists on updating and 1603 error occurs. Have paused virus protection and read every post I could find on the subject. No difference. Sent numerous requests for help as well as the "detail log" of error to TT. No response. Please throw me a life line TT.

I'm having the same problem. I had finished both state and federal and then paid federal and this upgrade requirement popped up in order to file my federal.
I'm now stuck in this Error 1603 upgrade loop. I've rebooted, cycled defender off and on, run as an administrator. I can't use the online version.
In need of help here...this is monstrously frustrating as I can't switch to ONLINE to just file and be done and I'm not even into State either.
And why does no one follow up with a post describing the corrective action for this use case?
