Update fails with 1603 error.I manually downloaded and installed the update, but each time the program starts, it tries to download something and fails with 1603 error.

I have tried all of the suggestions in several help discussions, such as deleting the recycle bin and running disk cleanup.  I have manually run the update from my desktop a few times, but each time I start Turbotax, it is attempting to download updates that I assume are already there.  The update fails and I am back to square one.  I cannot electronically file since it will not let me until the program is updated.  What can I do to either get the program updated or work around this. I really do not want to send in this return via snail mail.
